These are in fact two separate releases, each with its own unique UPC number. The discs are exactly as they were on the normal two-DVD Region 1 edition, so Disc One contains the bulk of the remastered cartoons while Disc Two contains almost all of the special features (including the eleven off-the-shelf bonus shorts).
Even though the front covers make a point to tell you exactly how many cartoons you're getting on each volume, the synopsis on both back covers is exactly the same--so you have Disc One referring to specific cartoon titles only found on Disc Two and vice versa.
